The basis of the normative legal regulation of state support for small and medium-sized businesses is the Constitution of the Russian Federation.
Art. 8 of the Constitution establishes guarantees of freedom of economic activity, support for competition, a single economic space, free movement of goods, services and financial resources on the territory of the Russian Federation. In Art. 34 of the Basic Law defines the right of citizens to freely use their abilities and property for entrepreneurial and other economic activities not prohibited by law [1] .
The main goals and principles of state policy in the field of development of small and medium-sized businesses in the Russian Federation, the powers of state authorities and local whatsapp mobile number list governments are established by the federal law "On the development of small and medium-sized businesses in the Russian Federation" dated July 24, 2007 No. 209-FZ.
The law establishes the following principles of the state policy of support and development of SMEs [2] :
1) delimitation between federal government bodies, government bodies of the constituent entities of the Russian Federation and local authorities of powers to support SMEs;
2) the responsibility of federal government bodies and local self-government for providing favorable conditions for the development of small and medium-sized businesses;
3) participation of representatives of SMEs, as well as non-profit organizations expressing their interests, in the process of formation and implementation of state policy for the development of SMEs, examination of drafts of relevant legal acts;
4) ensuring equal access of SMEs to support tools in the manner prescribed by state and municipal programs (subprograms).
